Der Governor war der Boss und von der Krone ernannt...nix da mit gewaehlt. Gewaltenteilung - so im demokratischen Sinne - gab es da auch nicht wirklich, alles dann vom Governor ernannt....
Denke das sollte man hin und wieder im Hinterkopf haben....NGOs unter dem Governor gab es auch nicht wirklich....
